Rebtel is a Sweden-based mobile communication company that launched a new feature called Rebel Calling. Rebtel allows users to have unlimited international calls for as low as $1 per month.
You don’t have to worry about having an unstable internet connection. As long as you are subscribed to Rebtel, all your calls will connect to local phone lines, providing you an excellent quality call at the same time.
The only downside with this app is that it does not offer Rebel Calling to some countries. If you try to place a call to these countries, Rebtel may charge you for extra fees.

You can use these free minutes to any landline and mobile number, even without a SIM card. With Nanu calling app, you can have a 15-minute phone call per week for free and even without internet. You can use the app to any mobile and landline and even non-Nanu users.
It also offers unlimited calls, but that function requires an internet connection. Also, it should be Nanu to Nanu users only.
There are actually a lot of apps out there that allow you to call someone without using the internet. However, most of them are not worth downloading, unlike these five apps listed above. Remember, not all call apps can give you the perfect phone call experience.
